Abstract

Inappropriate utilization of hospital services is one of the contributors of rising demand and subsequently rising costs of those services, which in turn, could impair accessibility to inpatient care. Slowing the growth of hospital care expenses could be approached through improving access and quality of ambulatory healthcare service. Access and quality of ambulatory care services could be measured through measuring rates of ACSCs, which are group of conditions to which hospitalization can be avoided if ambulatory care is provided in a timely and effective manner. Definition of ACSCs varied a lot in the literature, and include coditions as asthma, COPD, congestive heart failure, diabetes mellitus, and hypertension. Routine computation of ACSC hospitalization rates necessitate the presence of an accurate hospital database, which inturn, is dependent on accurate documentation in medical records and accurate disease coding.
This study aims to:
1. To estimate the percentage of hospital discharges and days of care accounted for by ACSCs.
2. To calculate hospitalization rates for ACSCs among HIO population.
3. To compute prevention quality indicators for HIO hospitals.
4. To identify factors associated with hospitalization for ACSCs.
5. To assess the adequacy of the HIO information system for monitoring of hospitalizations for ACSCs.
6. To identify patient and service characteristics associated with hospitalizations for diabetes related ACSCs.
7. To measure emergency physicians admitting style in HIO hospitals.
