Abstract The aim of this work is to study how to propose the total quality management TQM in organization such as Atomic Energy Authority AEA. it is known that ISO models are explained. A comparison of the most famous quality standards is made. A benchmarking study is followed by analysis how AEA employees understand the benefit of each TQM principles and how percentages of their agreement or disagreement of each elements of TQM principles. The survey questionnaire for assessing the understanding of quality concept in a sample of AEA personnel consists of two parts, where the first part includes three main questionnaires related to the deferent definitions of quality. These questionnaires include definition of quality, quality culture and importance of quality systems application. In the first part, two different scales were used in eliciting the respondents` preferences. The first scale, with a three-point rating scale ranging from very important, important, to not important is used to ask the particioants to indicate the importance of each question from the point of view to assess the quality culture and the difinitions of quality. The second scale, with a two-points rating scale yes, or no is used to ask participants to indicate the extent to which the importance of quality systems application in their organizations. The second part of the developed questionnaire, it includes eight principles to measure the understanding of TQM based strategies, and how far that presently implement and practiced by AEA departments and facilities. The ISO 9001/2000 practices are focused mainly on TQM principles. Two different scales were used in eliciting the respondents` preferences. The first scale, with a six-point rating scale ranging from strongly agree, moderately agree, slightly agree, slightly disagree, moderately disagree, to strongly disagree is used to ask the participants to indicate the importance of each question from the point of view for the seven principles, customer focus, leadership, involvement of people, process approach, continual improvement, factual approach to decision making, and mutually beneficial supplier relationships. The second scale, with a three-points rating scale yes, no, and in the futuer is used to ask participants for the eight`s principle system approach to management. Generally, the benh,arking study and its analysis showed that the respondents have moderate understanding of the main each principle concepts of TQM. However, this study showed that an effort should be done to increase the awareness and training of the AEA employees, in order to get good implementation of ISO 9001/2000 standard. This standard is formulated based on the TQM principles. In this study, a quality management system based on ISO 9001/2000 is established as a case study for egyptian Gamma irradiation facility EMGI. it is include a proposed quality assurance manual, policy statment, quality procedures, and operation procedures. |
