Abstract
The reform of education will play an important role in the economic development and improvement. The issue of reform has become an urgent educational and pedagogical requirement, imposed by the crisis of education, lack of community satisfaction on the school performance and the low level of academic achievement among students. This requires effective partnership and cooperation among different society sectors and its governmental and non-governmental institutions in order to motivate those involved in the development of the educational process and its beneficiaries to develop and reform education to meet those variables.
Practically , it is difficult to centrally manage the Egyptian educational system due to its spread and extensiveness . Therefore, education decentralization has become necessary through transferring the authorities from central decision –making levels to the levels of services. This requires giving more decision–making authorities to school managements and discharging the directorates and the Ministry General Office of executive functions.
