First: the Nature of the Problem
Capital consists of three basic components that include human capital, customer capital and structural capital. While competency refers to total skills, knowledge and behaviors that lead to the effective performance of the job. It could be classified into four packages: productivity competencies package, technical competencies package, leadership competencies package and personal competencies package.
The research problem is to try to answer the following questions:
• What is the role of human capital management in improving the competencies of human resources in the Ministry of Housing and Utilities in Libya?
• What is the role of structural capital management in improving the competencies of human resources in the Ministry of Housing and Utilities in Libya?
• What is the role of relational capital management in improving the competencies of human resources in the Ministry of Housing and Utilities in Libya?
Second, research hypotheses
The research depends on testing following hypothesis:
There is no statistically significant relationship between human capital elements and improve the competencies of the employees.
There is no statistically significant relationship between structural capital elements and improve the competencies of the employees.
There is no statistically significant relationship between relational capital elements and improve the competencies of the employees.
Third: Research Objectives and Importance
The research aims to identify the perceptions of managers and employees of the importance of intellectual capital and its role in achieving the survival and growth of the projects adopted by the ministry, as well as to identify the extent of their understanding of the relative importance of the components of intellectual capital, in preparation to test the relationship between intellectual capital management and development of various competencies for employees Ministry under study.
The research importance is due to its role in identifying the shortcomings in intellectual capital management in the society of workers, where the research may contribute in the detection of restrictions and constraints that affect the management and development of intellectual capital in the community under study.
Fourth: Research Methodology and Limitations
At the preparation of the field study, the researcher depended on a questionnaire directed to the sample, with personal interviews, in order to confirm the validity of hypotheses, in order to identify the impact of intellectual capital practices to improve the competencies of human resources in the organization.
The research population includes the employees at the Ministry of Housing and Utilities in Lybia, where a sample has been taken. in order to identify their views with regard to the availability of intellectual capital on the one hand, and the availability of functional competencies of the other hand.
The questionnaire has been prepared to collect data and survey the views of managers and employees at the Ministry of Housing and Utilities in Libya. 350 questionnaire have been distributed and 18 have been excluded, because they were not completed or not delivered, so as to gauge the views of workers about the intellectual human, structural and relational components, as well as to gauge the views of workers about productive, technical, leadership and personal. Competencies.
After that, the researcher used the Step-Wise Regression Technique analysis, to test the significance of intellectual capital impact on the competencies of employees at the Ministry of Housing and Utilities in Libya to test.
Fifth: Results of Testing Hypothesis
With regard to test the first hypothesis, which states that ”There is no statistically significant relationship between human capital elements and improving the competencies of organization employees”, the researcher used the Step-Wise Regression Technique analysis, so as to test the significance of capital human influence on the competencies of employees at the Ministry of Housing and Utilities in Libya. The results of testing the hypotheses show that we can reject the null hypothesis and accept the alternative hypothesis, and with regard to the significance of human capital effect on the competencies of employees at the Ministry of Housing and Utilities in Libya.
With regard to test the second hypothesis, which states that ”There is no statistically significant relationship between structural capital elements and improving the competencies of organization employees”, the researcher used the Step-Wise Regression Technique analysis, so as to test the significance of capital human influence on the competencies of employees at the Ministry of Housing and Utilities in Libya.
