The higher education in our time is facing many challenges and difficulties that may prevent it from achieving its goals and aspirations of current and future. Therefore the educational systems of developed and developing countries took formulas and new patterns of distance education, in order to provide education to all segments of society in response to changes and challenges of the new world system and face the problems of traditional educational systems. Also the learning process itself has a major development of the most important features to focus on flexible access to higher education, and made it available over the life especially through the institutions of open higher education. The Open University in England is the first university based non-traditional version of open learning and distance education, which has become a model for the many experiments that began to emerge later in the majority of the world.
The Egyptian universities have put themselves in the spotlight, in the field of open learning, especially after the emergence of the so-called e-learning via the Internet, extranet, and the emergence of the so-called Virtual learning, spreading of open learning centers in Egypt starts in the academic year 1990/1991 in some universities (Cairo - Alexandria - Asyut - Ain Shams), and from 2006 in most of Egyptian universities which seeking to provide this type of education for their children.
The basic idea of the open learning is to transform education to learn, and therefore focus on students and the learning process itself. Because it depends on educational formula different from the traditional formula in education, which focuses on students first, and work on the delivery of knowledge to learners, whatever their social and economic circumstances , and whatever the duration of dropping out from formal education, and whatever the geographical distance between place of residence and Open Learning Centre . Therefore the

term open learning links between the concepts of continuing education, community teacher learner, Self- learning and extracurricular, Open Education is a practical step on the path to shift from traditional educational systems to the new educational systems.
Proceeding from the above, the choice of organizational structure is one of the most important problems facing open university education system as a new educational pattern, in the nature of his regime and style of management and methods of evaluation and the types of programs and system acceptance of the categories of diverse members of the community and his commitment to providing educational services to them, so it needs an Excellence administrative organization based on the basis of scientific criteria for determining the actions and activities that need to be undertaken .
The problem of the study
The problem of the study is summarized in the following questions:
1- What are the theoretical frameworks of Open University education?
2- What are the administrative organization and its reality in the Egyptian Open University education institutions?
3- What are the international experiences in the field of administrative organization of Open University education?
4- What are the requirements for proposed administrative organization of Open University education according to view of experts?
5- What is the suggested proposal of administrative organization of Open University education in Egypt in the light of some international experiences?
The Objectives of the study
The study aimed to:
1- Identify the theoretical frameworks of Open University education.
2 - Recognize the administrative organization and its and its reality in the Egyptian institutions for Open University education
3 - Study and analysis the international experiences in the field of administrative organization of Open University education.
4 – Know the requirements for developing the administrative organization of Open University education according to experts view.

5 - Put a Perception proposal for developing administrative organization of Open University education in Egypt in the light of some international experiences.
The Importance of the study
The importance of the study is as follows:
1 - This study may help in defining the administrative organization of Open University education in Egypt and make proposals that might contribute to overcoming its disadvantages and make it more capable of meeting the challenges. 2. This study may be useful for decision-makers and responsible for Open University education in the process of developing the administrative organization of this type of education, through the knowing of the most important administrative problems and how to overcome them in the light of the international experiences in consistent with the Egyptian society and its aspirations of the future.
3. This study may highlight the importance of updating and developing the administrative organizations of Open University education according to modern management approaches to achieve a competitive advantage in light of the emergence of other education competitive patterns such as E-Learning and default education.
4- The study coincides with the state interest of the open university education through doing several meetings by the Supreme Council for Universities to study, diagnose their problems and assess its situations, as well as the recommendations of the scientific conferences which confirms the need to maintain and seeking to develop it, in order to contributing to accommodate the increasing numbers of students wishing to obtain a university education opportunity.

The limitation of the study
The Study dealt with experiences of some countries in the field of administrative organization of Open University education which selected as follows: 1- United Kingdom(Open University) 2- South Africa (Open University) 3- Republic of China (Open University of China) 4- Palestine (Quds Open University)
The methodology and Tool of the study
The study used SWOT analysis and A Form of an Opinion Poll of Experts
The Chapters of the study
The study was divided into seven chapters as follows:
- Chapter one titled: the General Framework of the Study
- Chapter two titled: The theoretical and intellectual frameworks for Open University education
- Chapter Three titled: The administrative organization of the institutions of the open university education theoretical framework
- Chapter four titled: The Reality of administrative organization of open university education in Egypt
- Chapter five titled: Experiences of some countries in the administrative organization of Open University education and the possibility of benefit from them in Egypt.
- Chapter six titled: The field study (procedures and results).
- Chapter seven titled: The Perception proposal to develop the administrative organization of Open University education in Egypt.
