Abstract

Housing policies are considered one of the main parameters for the development of the housing sector. In the developing countries, housing policies have been influenced by the international Development theories and the regulations imposed by the international organizations such as the World Bank and the United Nations. The Egyptian government applied these housing policies; Starting from ”the state provision policy” after the 1952 revolution, till ”the enabling approach” in 2005 which is considered the latest strategy in the low income housing provision. Despite the variety and the plurality of housing policies, there are a lot of constraints that affect the housing sector. The problem is that the housing policies still do not respond to the diverse needs of those belonging to disadvantaged and vulnerable groups. The research studies the relation between the low income Housing provision policies and the urban governance on three levels: the international, national, local level. First, it focuses on the development theories and its relation to the low income housing policies adopted by the international communities. Then, the governance shifts in the Egyptian context were analyzed to explore its impacts on the application of the low income housing provision policies. Finally, it presents Sixth of October City as a case study because of the many governmental low income housing projects implemented in the city. The aim of the research is to assess the low-income housing provision projects established during the enabling strategy. The research focuses on Ebni- Baitak project and Haram City project, in order to determinate their performance according to Good Urban Governance principles. The selection of these two projects is based on the actors involved in the implementation of the project.
