المستخلص

The public revenues of all kinds represent the source which works to finance the general budget of any state at the present time. The government, through its property - the domain of all kinds, fees, taxes and borrowing, and other sources of public budget funding to achieve and implement national economic projects, The needs of citizens, and provide them with various services in all areas, the most important economic and social sphere, while the economic field is represented in various economic development projects, the social sphere is the provision of education and health services and It shows the services that the citizen needs.Therefore, States shall establish mechanisms and means to collect local public revenues because of their importance in achieving economic development. This requires the existence of an administrative apparatus, which is decentralized and has financial competencies distributed over all governorates, states and territories. In all its forms, especially in the area of municipalities, departments and municipal councils, which consists of the administrative apparatus of the state. This research is therefore concerned with the impact of local revenue collection, especially on economic development. This requires the need to implement the system of financial decentralization in the state, because it is the active factor in achieving economic development where the starting point of the localities, because the local unit or the local council is closer to the citizens living in the local unit, whether a village or center or governorate. The local unit and its staff can therefore be well informed about the needs of the population, projects and public services needed by the state, governorate, village or local unit. In contrast to the central government, which is very far from the local problems, especially the problems of economic development and projects related to infrastructure and basic and the problem of unemployment and labor and lack of basic needs of the citizen.
