The study problem can be formulated in “Despite the importance of free access sources as one of the sources of information available to faculty members of the Public Authority for Applied Education and Training in Kuwait, and despite the fact that free publishing in free access sources is a global trend and an academic requirement in order to facilitate communication and access to information among researchers, However, information is not fully available about the extent to which faculty members benefit from free access to the authority, and therefore shedding light on that phenomenon and trying to fully analyze and study its relationships can contribute to drawing a clear picture for decision-makers in order to pay attention to providing these resources to researchers. And students in the authority, and set standards and determinants for the use of those resources.
