First: Introduction to the study problem:
The stage that Egypt is going through is one of the stages that will have a strong impact on the future of this nation. During the previous period, Egypt laid a foundation for development through large development projects (the new Suez Canal, the administrative capital) and other projects that almost ended in the establishment and implementation of the Egyptian government To be a bridge towards a better future, relying on its children as a human force capable of bearing difficulties with its capabilities, talents and advanced innovative ideas, through whom we can reach a better and bright future.
Social Work is that type of professional practice that deals directly with development challenges and contributes positively and effectively to raising the level of citizens economically and socially, and steadily increasing the average per capita income, denominated by the goods and services the individual obtains.
Social Work aims to improve the condition of societies, that is, contribute to bringing about the intended change for the benefit of citizens and improving their economic, social and political level, in other words, helping citizens to satisfy their needs, solve their problems, and achieve the goals they set. The goals of the society in which he lives to achieve his personal goals, which do not conflict with the goals of society, and this is what Social Work focuses on so that the person can perform the role required of him to the fullest.
The profession of Social Work , like other professions, contributes to the intended changes for the benefit of societies, and the emergence of the method of organizing society has begun as a stage to address various societal conditions, and the resulting transformation of these societies from increasing and diverse problems that achieve development and progress for society, and work to address and confront disasters. And societal problems, which were represented by these efforts in governmental or voluntary community organizations.
There are many attempts aimed at staving off the dangers of natural disasters as a natural experiment that goes back to an earlier age than the emergence of the science of disaster management and societal crises as an intellectual axis with its scientific methods and analytical diagnostic methods, and disaster science and management, which is a science characterized by relative modernity, as basic scientific research and theories in it go back to the beginning the seventies of this century.
The organization must have sufficient preparations and methods to prevent crises, and this confirms the importance of early warning signs, because it is difficult to prevent the occurrence of something that it did not predict or predict the possibility of its occurrence. Crisis or disaster and societal problem, and during this study comes the role of crisis management, which is considered as a governmental institution and is located in the general office of each governorate, in providing relief and services to those affected by crises, disasters and societal problems, relying on government and voluntary efforts together.
Second : The importance of the study:
1. The lack of previous studies in Social Work in general and crisis management in particular, which dealt with techniques of the method of community organization in assisting crisis management units in dealing with societal problems and disasters, to the knowledge of the researcher.
2. This study contributes to shedding light on the technical methods of organizing society and activating the role of crisis management units in facing social problems and crises .
3. Global interest in trained manpower in all forms of life and science, including Social Work , and the importance of the study here lies in that it focuses on one of the most important areas of Social Work in general and community organization in particular in the face of disasters and societal crises.
4. The study deals with an important aspect of the theoretical framework for organizing society, which needs more effort, which is the management of societal crises and disasters.
Third : Objectives of the study:
This study seeks to achieve the following main objective: ”Determine the techniques of community organization method to support the role of crisis management units in dealing with societal problems and crises.
The main objective derives from the following sub-objectives:
1. The first sub- objective : Defining the information technology technology that the crisis units follow in dealing with societal problems and crises.
2. Second sub- goal : Determine the electronic networking technique that crisis units follow in dealing with societal problems and crises.
3. The third sub- objective : The role of the social worker in strengthening the role of crisis management units in dealing with societal problems and crises.
4. Fourth sub- goal : Identifying the obstacles facing crisis management units in dealing with societal problems and crises.
5. Fifth sub- objective : To arrive at a proposed vision from the perspective of the method of community organization to support crisis management units in facing and dealing with societal problems and crises.
Fourth : Study questions:
This study seeks to answer the following main question: “What are the techniques of community organization method to activate the role of crisis management units in dealing with societal problems and crises.
It stems from the following main question :
1. The first sub- goal : What is the information technology technology that crisis units follow in dealing with societal problems and crises.
2. The second sub- question : What is the electronic networking technique that crisis units follow in dealing with societal problems and crises.
3. The third sub- question : What is the role of the social worker in strengthening the role of crisis management units in dealing with societal problems and crises.
4. The fourth sub- question : What are the obstacles facing crisis management units in dealing with societal problems and crises.
5. The fifth sub- question : What is the proposed vision from the perspective of the way of organizing society to support crisis management units in facing and dealing with societal problems and crises.

Sixth : Methodological procedures for the study :
Study type : descriptive study .
The method used: the comprehensive social message method .
Study tools : A questionnaire form for workers in crisis management in the governorate’s general office in Assiut, East and West, and their number is (21).

. Spatial domain: The study was applied within the framework of the Crisis Management Unit in the governorate’s general office in Assiut .
The human domain: (21).
. Domain Time Z: It is the time period that the researcher took to conduct the field study from (02/31/2021) to (13/6/2021).
Seventh, the results of the study:
1. The results of the study showed that (63%) of the study sample of workers in crisis management units are males, while (37%) of them are females.
2. The results of the study showed that (47%) of the study sample are between 30-40 years old and young workers in management units.
3. The results of the study showed that (52.4%) of the study sample of workers in crisis management units are highly qualified, while (19%) of the study sample of workers in crisis management units have medium qualifications, and (14.3%) of the study sample are from Employees in management units.
4. The results of the study showed that (38.1%) of the study sample of workers in crisis management units perform the function of (operating rooms), which is the largest percentage, as most of the center’s burdens are from the specialization of the operating room, while (9.5%) of the study sample is from Employees in crisis management units perform the (follow-up) function within the unit.
5. The results of the study showed that the number of years of experience of the study sample of workers in crisis management units came in the first place (5-10) years, which came at a rate of (47.6 ).
6. The results of the study showed that (74%) of the study sample of workers in crisis management units had taken courses, while (28.6%) of the study sample of workers in crisis management units did not attend courses.
7. The results of the study clarified from the study sample of workers in the crisis management units, regarding the topics of the courses obtained in the unit to raise the functional efficiency of the workers in the crisis management unit, which came in the first place (crisis management and negotiation), which came equal with (how to prepare the general plan to confront crises) due to the importance of the two topics in building and forming the basics of dealing with crises and preparing the plan to confront them.
8. The results of the study showed the aspects and degree to which workers in crisis management units benefited from training courses, with a relative strength of (82.18%), which is a high percentage, and total weights (36.8) and a weighted average of (2.4), which ranked according to their strength in the first place (acquisition of knowledge and information related to How to face disasters and crises), which reached a relative degree of (86.6%), while it came in the second place (acquiring skills in dealing with disasters and crises), which reached a relative degree of (84.4%), and in the third place (recognition of how to design awareness programs regarding disasters and societal crises), which reached a relative degree of (82.2).
9. The results of the study showed what can be benefited from and achieved to support crisis management units when using and relying on modern information technology from the point of view of workers in crisis management units, with a relative strength of (78.9%), which is a low percentage, total weights (49.75) and a weighted average of (2.37). ), which were ranked according to their severity, which came in the first place (used within the crisis management unit to provide information and knowledge used in the face of disasters and societal problems), and came in the second place (contributes to the development and improvement of services provided in the crisis management unit), which It was a result of the importance of information technology technology when working to rely on it in activating the role of crisis management units when facing disasters and societal crises.
10. The results of the study showed what can be benefited from, achieved, and strengthened crisis management units when using electronic networking technology from the point of view of workers in crisis management units, with a relative strength of (64.9%), which is a low percentage, and total weights (37) and a weighted average of (1.92), which came Arranged in order of severity, and was in the first place (contributes to the creation of joint mechanisms and frameworks between the unit and institutions), and in the second place (contributes to the exchange of information between people and organizations that share a common interest.).
11. The results of the study showed the most important tools that workers use to activate the role of crisis management units in dealing with societal problems and crises, with a relative strength of (86.7%), which is a high percentage, and total weights (54.6) and a weighted average of (2.6). These roles were arranged according to their strength, which It came in the first place (I participate in the work of meetings to discuss issues related to the crisis management unit), while in the second place (contributing to the implementation of seminars that clarify the roles played by crisis management units), and in the third place (I contribute to publishing publications and issuing periodic bulletins related to Crisis management units .
12. The results of the study showed the most important roles of the social worker in activating the role of crisis management units in dealing with societal problems and crises from the point of view of workers in crisis management units, with a relative strength of (88.3%), which is a high percentage, total weights (55.44) and a weighted average of (2.81) These roles were arranged according to their strength, which came in the first place (helping society to identify the colors of shortcomings and gaps in social organizations concerned with facing disasters), and came equal to them both (discovering human and material capabilities and investing them in all stages of the disaster), as well as (helping organizations planning programs in preparation for an effective response to disasters and societal crises .
13. The results of the study showed the most obstacles that prevent activating the role of crisis management units in dealing with societal problems and crises that face workers in crisis management units when working with them , with a relative strength of (84.61%), which is a high percentage, and total weights (53.58) and a weighted average of ( 2.38) and ranked according to their severity, which was in the first place (the lack of social workers familiarity with the actual roles of the various parties concerned with disaster response.) and in the second place (the lack of highly qualified social workers within the organizations concerned with dealing with disasters and crises.), and in the third place ( Lack of training courses aimed at increasing the efficiency of social workers working in the field of disaster and crisis response.
14. The results of the study showed the most important proposals that help in activating the role of crisis management units in dealing with societal problems and crises from the point of view of workers in crisis management units, with a relative strength of (88.9%), which is a high percentage, total weights (56.1) and a weighted average of (2.7) ) and ranked according to severity, which came in the first place (highlighting the role of the social worker in the face of disasters and crises in the media.), and in the second place (encouraging social workers to take immediate decisions as a result of their social research according to emergency situations) and in the third place (expansion in practical training On the auxiliary works in the face of disasters and calamities (first aid - civil defense - preparation of shelter camps, camp management and supervision, et.
