ثانياً: ملخص الدراسة باللغة الأجنبية.
 First: the problem of the study:
There are now a lot of successive administrative changes and developments to keep pace with environments, which has made many governmental and non governmental institutions tend to develop their management in order to achieve the highest productivity and at the lowest cost while maintaining the quality of services,
Management is one of those areas that evolved and among these management developments that have been successfully used is the concept of re engineering of administrative processes, or what is called administrative engineering or engineering.
Engineering is one of the new administrative approaches that contributed to the development of management science, which was used by modern institutions in order to improve their performance, as it works to change the traditional organizational culture prevailing in the institution, with the aim of achieving super fundamental improvements, not marginal in modern performance standards such as cost, quality, service and speed, especially after several institutions and companies have been able.
One of the most prominent phenomena in recent years has been the decline of the states role in the social, economic and cultural fields, so that these institutions carry out activities that complement the role of the state after a period of time whose characteristics were the exclusion of civil society institutions.
where the existence of a strong civil society leads to the strong presence between the authority of the state and the authority of the people and guarantees human rights, defends marginalized groups in society, confronts disasters, ensures the progress of social and political movement in the right direction, achieve political progress, and social, cultural and economic prosperity for contemporary societies, in addition to lts contribution to the clarity of vision among individuals, to ensure integrity, transparency and ddemocracy, it is well known that a strong state results in a strong civil society.
The problem pf the study was identified in:
” Development of Administrative Methods In Civil Society Institutions”
 Second: The importance of the study:
The importance of carrying out this study is as follows:
1 .Shedding light on the importance of engineering, as it has become the path of interest of many institutions, whether governmental or non governmental, through achieving efficiency and speed of service.
2. Reengineering is one of the most prominent recent trends that have emerged in management scient to solve the problem of developing administrative methods, which capture the concerns of officials due to the , performance development, and achieving excellence.
3.International attention on the part of civil society institutions globally and locally, we find that reports in Egypt indicate the presence of 25,00 civil organizations, foremost of which are NGOS.
4.planning is the best performance through which development can be achieved, with the strategies and models it uses that can contribute to activating reengineering in the development of administrative methods in civil society institutions.
 Third: The objectives of the study:
The current study aims to identify a main goal, which is to determine the role of reengineering in developing administrative methods in civil society institutions, from which several sub gols emerge as follows:
1.Determine the level of use of engineering in the institutions of the tide society.
2.Determine the level of development of administrative methods in civil society institutions.
3.Determing the most important dimensions of engineering related to the development of administrative methods in civil society institutions.
4.Determining the difficulties facing the use of reengineering in developing administrative methods in civil society institutions.
5.Determining proposals to activate the use of reengineering in developing administrative methods in civil society institutions.
6.Reaching a planning vision to activate the use of reengineering in developing administrative methods in civil society institutions.
 Fourth: The Study hypotheses:
1.The first hypothesis:” It is expected that the level of reengineering in civil society institutions will be high”
This hypothesis can be tested by the following dimensions:
1.Empowering employees.
2.Rebuilding the organizational structure.
3.Prepare for change.
4.Administrative communication support.
2.Second Assumption: ” The level of development of administrative methods in civil society institutions is expected is be high”
This hypothesis can be tested by the following dimensions:
1.Leadership.
2.Innovative thinking.
3.Ability to solve problems.
4>Efficiency.
3.Third Assumption: ”There is a statistically significant direct relationship between engineering and the development of administrative methods in civil society institution”.
4.Fourth Assumption:” There is a statistically significant relationship between some demographic variables of workers and their determination of the level of use of engineering in civil society institutions”.
5.Fifth Assumption:” There is a statistically significant relationship between some demographic variables of employees and their determination of the level of development of management methods civil society institutions”.
 Fifth: The Concepts of the study:
1.The concepts of engineering.
2.The concept of administrative methods.
3.The concept of civil society institutions.
 Sixth: Methodological procedures for the study:
Methodological procedures have been identified in:
1.Type of study:
This study belongs to descriptive and analytical studies.
2.The curriculum used:
The study was based on the methodology of the comprehensive social survey of employees of civil society institutions.
The methodology of the comprehensive social survey of officials in civil society institutions .
3.Study Tools:
The current study relied on a set of research tools which are as follows:
1.A questionnaire form for employees of civil society institutions .
2.A semi codified interview guide with experts and officials of civil society institutions in Sohag Governorate.
4.Areas of study:
1.Spatial Domain:
Misr El Kheir Foundation in Sohag Governorate.
Life Makers Foundation in Sohag Governorate.
Resala Association for charitable works in Sohag.
Cayan Association in Sohag Governorate.
Orman charitable Society in Sohag Governorate.
2.Human Domain:
The human field in this study consists of:
Comprehensive Social Survey of (122) employees of civil society institutions under study in Sohag Governorate.
The comprehensive survey of the officials of the civil society institutions under study in Sohag governorate the of (30).
3.Time Range:
The time range of the study was represented in the period of data collection from the field , which began on 2022/7/10 to 2022/8/18.
 Seventh: Methods of qualitative and quantitative analysis:
1.Qualitative Analysis Method: proportional to the nature of the subject of study.
2.Quantitative Analysis Method: The data was processed through a computer using the program (Spss.v.24,0)statistical packages for the social sciences,the following statistical methods have been applied:
Frequencies and percentages, arithmetic mean and standart deviation and rang, and coefficient of stability
( alpha.Cronbach), Spearman Browns half stability equation, simple regression analysis, pearsons correlation coefficient , coefficient of determination, two independent sample t, test, one, way analysis of variance, and graphs.
 Eighth: The resuits of the study in the light of the hypotheses of the study:
The results of the current study resulted in a set of results, which in turn answered the hypotheses of the study, and these results can be illustrated as follows:
1.With regard to testing the validity of the first hypothesis of the study:” It is expected that level of reengineering use in civil society institutions will be high”: The results of the study proved the validity of the first assumption of the study, which is that” the level of use of engineering in civil society institutions is expected to be high”, as the level of use of engineering in civil society institutions as s whole as determined by the workers (2,6) is a high level.
2.With regard to testing the validity of the second hypothesis of the study:” It is expected that the level of development of administrative methods in civil society institutions will be high”: The results of the study proved the validity of the second assumption of the study, which is that” the level of development of administrative methods in civil society institutions is expected to be high”, as the level of development as determined by employees (2,69) is a high level.
3. With regard to the test of the third hypothesis of the study:” There is a statistically significant direct and influential relationship between engineering and the development of administrative methods in civil society institutions” :The results of the study proved the validity of the third hypothesis of the study, which is that” there is a statistically significant direct relationship between engineering and the development of administrative methods in civil society institutions”, as follows:
.The results of the study proved that there is a statistically significant direct relationship at a significant level(0,01) between the independent variable” Empowerment of workers” and the ”Dependent variable” ”Development of Administrative Methods in civil society institutions”. The empowerment of employees also contributes to the development of administrative methods in civil society institutions(%8,3).
.The results of the study proved that there is a statistically significant direct relationship at a significant level (0,01) between the independent variable” reconstruction of the organizational structure” and the dependent variable ” development of administrative methods in civil society institution”. The empowerment of employees also contributes to the development of administrative methods in civil society institutions by (%24,1).
. The results of the study proved that there is a statistically significant direct relationship at a significant level(0,01) between the independent variable” Readiness for change” and the dependent variable” Development of administrative methods in civil society institutions”. Willingness for change also contributes to the development of administrative methods in civil society institutions(%29,3).
.The results of the study proved that there is a statistically significant level(0,01) between the independent variable” Support for administrative communication” and the dependent variable ”Development of administrative communication support also contributes to the development of administrative methods in civil society institutions by (%25,1).
.The results of the study proved that is a statistically significant direct relationship at a significant level(0,01) between the independent variable” Dimensions of the use of engineering as a whole” and the dependent variable ”Development of administrative methods in civil society institution”. The use of engineering as a whole contributes to the development of administrative methods in civil society institutions by(%32,7).
4.With regard to the validity test of the fourth hypothesis of the study:” There is a statistically significant relationship between some demographic variables of workers and their determination of the level of use of engineering in civil society institution”, as follows:
.The results of the study proved that there is a statistically level(0,01) between the age of workers and their determination of the level of use of engineering in civil society institutions.
.The results of the study proved that is a statistically significant direct relationship at a significant level(0,01) between the academic qualification of the employees and their determination of the level of use of engineering in civil society institutions.
.The results of the study proved that there is a statistically significant direct relationship at a significant level (0,01) between the number of years of experience of workers in the field of work and their determination of the level of use of engineering in civil society institutions.
.The results of the study proved that there is no statistically significant relationship between some demographic variables of workers (gender, social status) and their determination of the level of use of engineering in civil society institutions.
5.With regard to the validation test of the fifth hypothesis of the study: ”There is a statistically significant variables of workers and their determination of the level of development of administrative methods in civil society institution”, There is no statically significant relationship between some of the demographic variables of workers (gender, age, marital status, academic qualification, number of years of work experience)and their determination of the level of development of administrative methods in civil society institutions.
Finally ……… A proposed schematic vision was reached through which the use of engineering to develop administrative methods in civil society institutions could be activated.
