Abstract

Construction cost is one of the most important criteria for the success of the
project. Cost monitoring and control in the construction firm is one of the success
keys in the construction projects. To understand the risk factors affecting cost
monitoring and control in the construction firms, a field study through a
questionnaire was conducted on 119 engineers with experience related to cost
monitoring and control in the construction industry in Egypt to assess fifty-five
risk factors merged from the data collected from the literature review.
The fifty-five risk factors like accuracy of information and required cost data,
labor productivity measurement, material wastage, changes of equipment cost,
poor integration between departments, understanding of cost monitoring and
control, lack of effective cost monitoring and control system and process,
inaccurate estimation of original cost, lack of effective cost model, and
calculating actual project cost are categorized into ten categories.
The ten categories are Data, Labor Staff, Material, Subcontractor, Equipment,
Integration, Knowledge and Experience, System and Process, and Model and
Reporting. The risk factors were ranked according to the highest Relative
Importance Index (RII).The study also provides a model for enhancing cost monitoring and control in the
construction firms by making the integration of cost estimation and cost control
and helping the managers to evaluate the performance through cost control process, the process of monitoring the status of the project to update the project
budget and changes to the cost baseline, and control resource consumption
through output reports like cost report, productivity report and, wastage report.
The model showing the inputs requires as cost estimation for different project
resources, and processing required to make cost baseline, actual cost, and coding
system. The model also merged the study result of risk factors affecting cost
monitoring and control in the construction firms. The validation of the model
through a case study was done.
