Abstract The global COVID-19 pandemic has highlighted both internal and external factors that affect the construction industry, resulting in significant delays, disruptions, and uncertainty for public projects. To mitigate these negative effects, the construction industry has been played a great role in exploring advanced technologies. This study aims to provide a comprehensive qualitative perspective on the impact of the COVID-19 pandemic on construction projects and explore ways to transform them into positive effects for the future. After projects consulting and evaluation from experts in the construction sector, 48 negative and 18 positive factors were identified. A survey was distributed to engineers, contractors, and consultants to determine the importance of each factor. Data from 132 respondents were collected through the questionnaire. The relative importance index (RII) was used to calculate the weights based on the relative importance percentage, and then MATLAB software fuzzy logic was applied to calculate the likelihood of the effect ratio. The results were used to conduct a quantitative analysis of the factors affecting the projects using the fuzzy model. The fuzzy model estimated the percentage of time reduction in the schedule resulting from the impacts of COVID-19 on construction projects. By removing ambiguity about the negative effects of the projects and applying positive factors to improve time schedule of projects. The model conducted a case study to validate the application of the model by examining the factors. This study can help to develop a strategic plan for the construction industry to reduce and improve time schedule of the projects , promoting the use of modern technologies to reduce conflicts and avoid or minimize the negative effects of construction project.
