The theory of responsibility invokes the concepts of fault and punishment, as responsibility implies the occurrence of a mistake and entails holding the perpetrator of this mistake accountable. The essence of responsibility is that there is a harmful act that necessitates holding the doer accountable. Civil liability has been, and still is, one of the most important topics of civil law. Perhaps the importance of civil liability stems from its connection to the issue of compensating for damages, which is an extremely precise and sensitive matter. In fact, it is considered the rationale behind the developments that have occurred in the system of civil liability from ancient times until today, as harm is considered a phenomenon of negative social implications, representing an assault on human, social, and economic values. It is worth mentioning that according to the general principles of civil liability, the mere occurrence of harm is not sufficient to establish liability; rather, it is required, in addition to that, that there be a fault, defect, or violation of a legal obligation causing the harm. Moreover, there must be another condition expressed by the causal link between the fault or defect and the harm, in cases where the injured party can prove the causal relationship between the fault and the harm, the general principles of civil liability are applied to them. As for cases where the injured party cannot prove the causal relationship between them and the harm, they cannot be proven according to the general principles, but rather the special conditions of objective liability are applied to them, which is liability based on the damage and not the fault. It is known that scientific progress and technological advancement have become a source of new types of accidents that correspond to the new nature of technology, and this contradiction is not due to the defect of technology or that it is bad.
