The current research aims to know as the most important administrative contemporary variables and trends the most important challenges facing institutions and educational systems created by these changes and trends, and monitor the most important dimensions of change required for the management of educational institutions in the light of this, with the study of the reality of management development for educational institutions, in order to develop a framework in place which the process of management development for educational institutions. Search has been used analytical descriptive method, and within this approach was used identification tool is composed of two parts prepared by the researcher to know the reality of management development for educational institutions, and a survey of specialized teachers on how to make the development of integrated management of educational institutions. The tools have been applied to a sample number (390) of secondary school principals, in addition to (86) of university professors and specialists in management training programs. The study found that the reality of management development for educational institutions not on the desired level, and management development in educational institutions is the need to keep abreast of contemporary changes and trends, and they access a priority of the entrances to education reform, and in the light of these results has been developed a general framework for the development of integrated management of educational institutions, consists of a set of aspects: the structural and functional aspects, and legislative aspects, followed by the procedural aspects, and technical and technological aspects, and finally the humanitarian aspects .
